Generally, the perfume oil is best integrated into a cosmetic product at earliest period in manufacture at which this can be done while subjecting the perfume oil to the least possible amount of heat, and at the least period at which it can be done without risking the possibility of poor distribution.
Should be avoided to heat the perfume oil because it may break down. For this reason, the perfume oil is often incorporated into a cream or lotion during the cooling stage.
